Not able to move mouse out of game in windowed mode

Issue description

Usually Windowed mode would let you move the mouse outside the game window. But that's not happening, the mouse is locked inside.

Alt-tab does work, but I don't want to alt-tab.

Windows 11, if that makes a difference

Reproduction steps

Load any game in Windowed mode
Try to move the mouse outside the window

Game version and build number

v0.7.8 b481

Operating system

Windows

You need to disable cursor capture in the settings.

The cursor stays inside the window while cursor capture is on, and it can be turned off in the settings.
