Issue description

When multiple rocket launch pads are ready, upgrading a space station will launch all available rockets at once.
This is abnormal, as any excess components are stored in the inventory and used only for maintenance, not for upgrades.

Expected Scenario

  1. A rocket will only select one for launch.
  2. Excess components can be directly upgraded.
  3. The station can directly specify its final target level. Rockets can be launched in rapid succession, eliminating the need for manual upgrades.

Why build multiple launch pads?

Currently, upgrading a space station is too cumbersome, requiring constant waiting and clicking.

Unlimited research is limited by cohesion, resources, and switching reinforcement policies. Research doesn't always stay ongoing. If you're not researching, the space station has no purpose. Letting a space station wear down to zero and then rebuilding it is more economical than constant maintenance.

Reproduction steps

  1. Multiple rocket stations are ready, each with space station component resources.
  2. Upgrade the space station.
  3. All available rockets are activated.
  4. Multiple transport icons appear on the space station interface. Only one is being used for the upgrade; the rest are counted as maintenance.
