Issue description
Mining two or more (useful) resources from the same mining tower is unecessarily annoying and difficult. One resource will always fill storage faster than the other. Once full all the trucks will cycle to excavators set to the other resource. They will then all pile up and bottle neck the whole operation. As all the trucks are now full with the slower resource the faster and more critical resource will run out, with no trucks available to pick more up as they are all full of the slower resource waiting to tip.
This is easily solved by changing how trucks are assigned to excavators from endless round robbin. To once round robbin then set.
I.e. 4 excavators are assigned to a tower. Then 8 trucks. Each truck is assigned to an excavator by round robbin, then stays with that excavator only, until it or its excavator is unassigned from the tower. If an excavator is unassigned its trucks get assigned to the remaining excavators again by round robin. Trucks unassigned from the tower get removed by round robin in the opposite order they were placed to begin with.
Each excavator handles the queing for its assigned trucks and makes them follow untill full (regardless of everything else). Trucks which go for refueling get placed at the end of the queue. And better still get any remaining fuel from refuling tucks that visit their excavator.
If an excavator gets sent to the vehicle bay by unity or for a change to another excavator its assigned trucks return to the tower until the excavator returns to it. Once at the tower the excavator looks for its nearest minable tile. If a truck gets sent to the vehicle bay it goes to the back of the queue.
