Both my excavators and my trucks keep returning to the mine tower then back to the mining area then back to the tower... with no apparent reason.
See save file for details. Sand mine (sand only). I caught it just as the trucks are all returning along with one of the excavators.

Can't reproduce this. I loaded the save after the excavator came back and they mined the rest of the designations without going to the tower during that.

It is/was intermittent. It was an issue when I first allocated that specific layer (one less than ground level. But I ignored it untill now. Be interesting to see if it mines the rest without issue on my end.
If it does, and then plays up up again after I set a level lower I'll try and catch it before they play up.
