Issue description
Older PC, Win 11, AMD R9 Fury. The FPS limit "in game" works as expected. Limit "in background" also works.
Unexpectedly, I get too high FPS when in a menu (e.g. settings). Then the "in game" setting is used, not the one for "in menus".
I just upgraded the PC to Win 11 and have no other PC at hand to check if it's a recent regression in CoI (I know it did work on my newer PC at least until recently), or specific to Win 11 or the R9 Fury with its old drivers (22.6.1 from 2022).
