Planning mode is ignored for surfaces

Issue description

When planning a new factory, I noticed my trucks started placing surfaces that I had placed in planning mode.

Reproduction steps

1. Go into planning more
2. Place surfaces
3. Wait and see

Seconding this. Same steps for reproduction. Additionally, there is no visual difference for surfaces placed when planning mode is on or off. Usually items placed in planning mode are gray, and items placed in regular/non-planning mode are blue. All surfaces appear as tan/yellow, regardless of the setting for planning mode.
