CO2 being emitted from ghost entities

Issue description

An electrolyzer set to make Hydrogen from water and emit oxygen & hydrogen is emitting CO2 from a smokestack while still a ghost.

Reproduction steps

1. Load the attached save file.
2. Copy/paste the electrolyzer unit next to an existing one while in planning mode.
3. Complete the smokestack while the electrolyzer is still paused.
4. Watch as CO2 begins emitting from the smokestack.

There is no carbon dioxide in the electrolyzer recipe, it's brought by trucks, because it's not prohibited.

The CO2 does not come from the electrolyzer, which has none in its recipe: trucks bring it to the smokestack because CO2 is not prohibited there.
