Issue description
I noticed today that I could mouseover anything I want, including terrain, and drag the "cannot remove part of settlement with service buildings attached" tooltip with me, even far from the settlements. It'll probably work for other cursor tooltips as well, but I haven't tested them. Reproduction difficulty, trivial.
Reproduction steps
- Select deconstruct tool.
- Mouseover a settlement with services attached. See the banner.
- While still mousing over the settlement, right-click to clear the deconstruction tool. Haven't tested other methods of tool cancelling. The banner will persist.
- Mouse to wherever you like. Banner will follow. The banner will be cleared by mousing over most GUI elements or selecting most tools (such as deconstruction), including via hotkey.
