Alert UI Bug Moving Around on Click

Issue description

There are 3 alerts present in my game. The first is the "Tree planter is struggling to find a destination it can reach.", second is "Large tree harvester has no truck assigned.", and third is "Alert: Unit storage II has low supply of Household goods."

Image

As you can see, the first line's height is not allowing the full two lines to be displayed. But then when I try to click the third alert, it will correctly set the first alerts height, moving the third alert's position, causing me to miss.

It's not game breaking, but quite annoying. I can click the third alert if I anticipate where it'll move, but only barely. The shift occurs immediately on click, before the alert action resolves.

Expected: Alert rows should maintain stable height and position when clicked, regardless of text length.
Actual: Clicking a lower alert causes the list to reflow, shifting the clicked item and causing misclicks.

One other note that might be relevant, I'm using a wide screen monitor with a resolution of 3440x1440. UI scale is 120%

Hypothesis

This looks like the alert row height is recalculated after click focus is applied, rather than being fixed up-front for multi-line alerts.

Reproduction steps

Have the same alerts as shown in the screenshot, most importantly the "Tree planter is struggling to find a destination it can reach." and then a second alert below it should be sufficient. I'd imagine it is reproducible with any alert more than two lines long, but at this time I'm not sure of any others.
