Dump trucks tied to the zone where the gas station is located are not refueled

• The gas station accepts all vehicles
• Trucks are assigned to a zone
• Trucks are assigned to a storage facility, which is used to fill the coast with rocks
• The gas station is located near the storage facility
• Trucks run out of fuel and stop either at the end of their route or at some point in the middle of the road
• The gas station is full

I added refueling to the permitted ones for the tower where the unloading takes place (the tower is outside this zone) - they still remain without fuel

If a truck is removed from its destination and removed from the zone, it will refuel almost immediately.

So... I think we have hidden queue for all accepted track around. This is not clearly. We have unload marker (line below) on storage - and we need same marker on fuel requests in gas (Hydrogen) station.
