Issue description

Summary
After upgrading to a new NVIDIA GPU, Captain of Industry consistently runs at very low FPS (~15–18 FPS) once the simulation starts (new game or loaded save), while the main menu runs smoothly. CPU and GPU utilization remain extremely low. The issue does not affect other games.

System Information
OS: Windows 11 (fully updated)
GPU: NVIDIA (new generation GPU RTX 5070 TI, current WHQL)
Driver: 591.59 Latest NVIDIA WHQL (no rollback)
CPU: High-performance desktop CPU (no thermal or power issues)
Monitor: 240 Hz display, VRR disabled (fixed refresh rate)
HDR: Tested ON and OFF (no difference)

Observed Behavior
Main menu runs at normal FPS
As soon as a new game is started or a save is loaded:
FPS drop to ~15–18 and remain locked there
GPU utilization ~10 %
CPU utilization ~5 %

No scaling with graphics settings (Low/High identical)

Same behavior in:
Fullscreen
Borderless
Windowed mode

Issue occurs immediately with an empty/new map (not related to factory size)

Expected Behavior
FPS should scale normally with hardware capability
GPU and at least one CPU core should show meaningful utilization during simulation
Performance comparable to previous GPU on same system
Troubleshooting Already Performed
Verified game files
Cleared shader caches
Reset NVIDIA Control Panel settings
Disabled G-SYNC / VRR
Disabled VSync
Tested fixed refresh rate
Tested HDR ON/OFF
Tested DX11 launch options (including -force-d3d11-no-singlethreaded)
Tested CPU core affinity
Tested different window modes
Tested Multiplane Overlay related settings
Other DX11/DX12 games run perfectly on this system

None of the above changed the behavior.

Conclusion
This strongly appears to be a DX11 interaction issue between the current NVIDIA driver and Captain of Industry’s simulation/render threading model.
The problem is reproducible, deterministic, and isolated to this title.

Additional Notes
Performance regression started immediately after GPU upgrade and driver update
Same system and OS installation worked correctly with previous GPU
FPS lock (~15–18) suggests a fallback or stalled simulation/render synchronization path

Request
Please investigate potential DX11 driver interaction or simulation thread scheduling issues on recent NVIDIA GPUs/drivers.

Reproduction steps

Reproduction Steps
Start the game normally via Steam.
From the main menu, select New Game
(same behavior also occurs when loading any existing save).
Wait until the map finishes loading and the simulation starts.
Observe the in-game FPS immediately after the simulation begins.

Result
FPS drop instantly to ~15–18.
FPS remain locked in this range indefinitely.
GPU utilization stays around ~10 %.
CPU utilization stays around ~5 %.
Changing graphics settings (Low ↔ High) has no effect.
Same behavior occurs in fullscreen, borderless, and windowed mode.
Main menu performance is normal before starting the simulation.

Expected Result
FPS should scale normally with hardware capability.
GPU and at least one CPU core should show meaningful utilization.
Performance comparable to previous GPU on the same system.

Additional Repro Notes (optional but useful)
You can optionally add this short paragraph below the steps:

The issue is fully reproducible on every launch.
It occurs immediately on an empty/new map and is not related to factory size or progression.
Other games on the same system run normally.

Did someone forbid you to write a model right away?

For those who care:
CPU is Intel Ultra 265K.
The fps lost occurred immediately after installing the new graphics card and updating the drivers.
GPU before was RTX 3080 with driver 581.80.

Check the Windows and NVidia settings, I suspect that this particular game runs with the Arc Xe-LPG graphics core integrated into the CPU.

Root cause identified:
The game was running on the integrated GPU (GPU 0) instead of the NVIDIA GPU.
Disabling the iGPU immediately restores full performance.
This appears to be a Windows GPU selection issue with DX11 titles.
