train stops at station for no reason

Issue description

A train stops at the station and does nothing else (it doesn't load raw material). This train has four wagons, but just one wagon is full of raw material, and the others remain empty. The train also doesn't move at all. As you can see clearly in the attached screenshot.

To make everything work, you need to build a station properly.
