I was trying to limit my FPS from 300 to what my monitor is which is 144 FPS so that my graphic card doesn't run as hard for no reason. I personally tried to run borderless with VSync and even tried Borderless with VSync x2 and it wouldn't change my FPS at all. I will say it works when i put my game in Fullscreen or windowed mode, but I run all my saved games in borderless because it's what I like personally and just thought I would post this bug here seeing how it might be a simple fix. Just for some more context I had to get a software that limits my FPS while in Borderless mode for this game, so I can confirm that fps limiting works it just doesn't work with what I posted at the start. The PC hardware I don't think its a problem.

CPU Cooling : Corsair Custom Cooling ( CPU temps are very low always around 50c )
Ram : 64GB DDR5
GPU : AMD Radeon RX 7900XT XFX Speedster with 20GB GDDR6 ( GPU temps are around 50c always unless playing a graphicly heavy game )
Storage :
500GB for Boot Drive
x2 1TB SSD for all my game
4TB HDD for random Huge file/Videos
