Fertilizer at full level forever

Issue description

Once de organic fertilizer reachs the maximum lvl in storage of an irrigated farm it never ends! The farm indicates the consumption but the fertilizer mantains full storage. I discovered this bug while trying to improve to fertilizer I and II when the production stucks and the organic fertilizer level not change in the farm in a forever 1% ratio of bonus production

Reproduction steps

Just use fertilizer in a irrigation farm and try to see it be consumed - it never happen

I don´t atach a file because the image will not help understanding the issue. The photo only will demonstrate a normal farm with maximum stock of organic fertilizer with 1% bonus
