Issue description
Hello,
why aren't the trucks dispatched correctly across the total number of excavators?
indeed, right now I have 30 excavators and 160 dump trucks, but only 5 excavators are served by dump trucks and the other 25 are not served, while the 5 excavators get assigned all 160 trucks, so 100 dump trucks are useless when they could be serving the other 25 excavators. I have over 1900h of playtime, so of course it's not a problem with assignment to control towers

Bonjour,
