Issue description
Doing 50 vehicle 2 parts for 1500 oil. Ship has full vehicle 2 parts. Fluid depots are paused, so ship cannot offload. Ship leaves after empty, but doesn't bring oil back, but it does remove the 50 vehicle 2 parts every time it departs, and it departs instantly after it returns to the cargo depot since it has enough vehicle 2 parts to leave.
