Issue description
Trucks can build on the oil field on start 3 of the new map without digging to it.
I understand that trucks don't need to always be next to the item to build it, however this seems a bit far and takes some of the challenge of this start away.
Reproduction steps
- Load up start 3 on shattered isles
- place oil rig on the edge of the oil deposit towards the starting town/beach side
