UI in train designer inconsistent fuel usage values relating to fuel saver edict

Issue description

In the train designer UI when hovering over locomotives in the "Locomotives" column, fuel usage is indicated to be reduced based upon the fuel saver edict, however in the "Train statistics" window the fuel usage corresponds with the default non-reduced values. Similarly, when viewing a constructed train, the fuel usage values correspond with the non-reduced values.

Reproduction steps

1. Have fuel saver edict active.
2. Open train designer interface.
3. Hover over locomotives.
4. Fuel usage values are reduced only in this window.
