Issue description
Before the recent update trucks would cycle through available jobs. They now seem to be getting stuck on jobs they cannot do and aren't cycling though to the next job available - I had 70 x trucks trying to reach a retaining wall for a construction job that they couldn't. They simply stopped working.
Reproduction steps
Attempt to build something unreachable, see if trucks revert to another job if they cannot reach.
