Truck Filter at Storages dont working

Issue description

Truck Filter for storages dont work. At my Storages for Bridge Materials i have the filter that there can just normal trucks load And for amphibians trucks i have extra storage at a ramp to water. The amphibians only want to load at storages that filter are to normal trucks
