Issue description
When attempting to cut (x hotkey) and selecting buildings (etc.) in sandbox mode, the tool does not cut/copy/remove anything.
Reproduction steps
- Load sandbox mode (default settings)
- Attempt to use the cut tool to copy & remove buildings.
