Issue description
I've been building bridges for the first time and came across an issue completing one of them. Whilst building the first bridge I had to keep recovering the amphibious trucks to get them to finish it but with this 2nd bridge even after save/loading or even allowing partial loads they wouldn't do it until I told one of the trucks to goto the concrete storage and then after a few seconds it collected the concrete and completed the bridge.
Reproduction steps
Load attached save (Save 2026-03-14, 12-42-51.save) and check the bridge that needs to be completed, Click on an Amphibious truck and send it to near the concrete storages then after a second or 2 it'll pickup the concrete and complete the bridge.
