Issue description
The fact that vehicles can't path through ghost structures is sometimes a nuisance, but it also completely breaks vehicle barriers; why spend resources building barriers when you can just plop down ghost structures and get a vehicle barrier for free?
Reproduction steps
- Enable Planning Mode
- Plan out a pipe at ground level across a route that trucks normally take.
- Watch trucks drive around it. Free vehicle barrier!
