Cannot electrify rail under pipes and belts

Issue description

Electrifying rail is not possible under belts and pipes that cross the rail track at a height of 3.

If you delete the crossing pipe/belt, electrify the rail, you can build the belt/pipe again at the same height (3) and it works fine

Reproduction steps

1. Build some regular track
2. Place a pipe or belt over it at height 3
3. try and electrify the track - you get a “pipe collision” error
4. delete the pipe
5. electrify the track
6. rebuild the pipe at height 3
