Dump zoning is broken. Also 'no place to dump' alert is broken.

Issue description

Dumping trucks do not care about zoning. They travel thousands of kilometres to drop rocks in alien zones instead of in their own, without sounding the alarm.
If there is nowhere to drop something, there is no alert — the truck just sits silently.

This is happening in a saved game that has been continued from an older version (maybe two versions behind?). It could also be because I bought DLC today.

This made my Dragontail game unplayable — too often, trucks from small, remote posts wander off, and work practically stops.

Reproduction steps

Once you have opened the saved game, you should see a truck from the 'Gold' zone trying to find a place to drop off.

Image

After loading, the truck drives far away to the 'Lunar' zone to dispose of the load.

Expected behaviour: Sound an alarm to indicate a lack of drop zone.
