Amphibious trucks have "no jobs" but there's a huge bridge to build!

Issue description

In this save, I had a bridge under construction by some amphibious trucks. I'd confined them to a logistics zone because they kept driving halfway across the island to pick up materials instead of grabbing them from the storage units I'd set up right by the shore. Then one of the trucks complained that it couldn't refuel, because I'd left the nearby fuel station outside the logistics zone. I redrew the boundary of the logistics zone to include the fuel station, which fixed the refueling problem... but then all the trucks stopped working on the bridge. They're all just sitting there saying "no jobs".

Around the same time I redrew the logistics zone, logistics went into the "red zone"; not sure if it was the redraw or the overload or something else entirely that triggered the problem.

Reproduction steps

  1. Load attached save.
  2. Go to the huge under-construction bridge to the south of the starting island.
  3. Click on the amphibious trucks sitting under the bridge, notice that their status is "no jobs" and that they aren't moving.

You added them to the bridge construction zone, they are forbidden to leave it, so they cannot take concrete and steel from storages that are outside this zone. And provide enough space for them to travel to the storages, so they are much larger than wheeled pickups and trucks, there are conveyors in the way. In general, it would be wiser to build storages with concrete and steel right on the shore.

Quoting myself with emphasis added:

I'd confined them to a logistics zone because they kept driving halfway across the island to pick up materials instead of grabbing them from the storage units I'd set up right by the shore.

Those storage units are inside the logistics zone. When I click on them, they indeed claim to be inside the logistics zone. Before I redrew the boundary to include the fuel station, the trucks were happily working away on the bridge, collecting materials from these storage units; they just couldn't refuel. Now they can refuel, but they refuse to work on the bridge.

What's frustrating is there's no alert message or status telling me what's wrong. The trucks just say "no jobs". There's nothing to go on to figure out what I've done wrong. Usually when I make a mistake (and I do plenty of that), I can figure out the problem pretty quickly between the in-game documentation and diagnostic tools. I'm really impressed by how well-designed the interface is overall. But here I'm getting nothing.

My bad, I didn't notice these storages. I found the reason, you have a ban on amphibious trucks for construction jobs in this zone.

Those are the default settings. Ban construction jobs for amphibious trucks, but override this for jobs normal trucks can't access (the yellow icon).

I just loaded up my save and suddenly the trucks decided to start working on the bridge again, without me changing anything. Seems like there was some stale state somewhere.

It's happened again, later in the same game. This time, saving and reloading isn't helping. I also tried turning off the construction ban for amphibious trucks, and still they just sit there.

Oh, I turned off the construction ban on the wrong logistics zone. When I turn it off in the right zone, the trucks start moving again. I see that all the remaining parts of the bridge aren't technically over water, even though they're completely inaccessible to regular trucks.

So I haven't seen the original issue again. I keep running into the problem with amphibious trucks not working on bridge segments on land, but that's a different issue and easy to work around. Feel free to close for now.

You can close it yourself, there's a button at the bottom.

There's definitely inconsistency here, though maybe it's down to the default zone vs. other zones. I had an amphibious truck which would build the bridge segment when in the default zone with default restrictions, but wouldn't build the very same segment in its own zone with default restrictions. I had to remove the construction ban to get it to work on the bridge segment, but I didn't have to do this in the default zone. This segment is over water enough to be ineligible for unity, but maybe it's also considered partially on land. It wasn't reachable by land trucks in any case.
