Issue description
Trains consume 0.20 units of fuel when stationary at stations when the number of wagons is bigger than number of station units.
I don't know if it's intended, but on stations where consumption is low or at standstill this can cause train to run out of fuel eventually and having to be refueled using unity. Hence, this seems like a bug, because after all why train should consume fuel when stationary?

To see this issue in game:
- Load save main().save
- You should see a train affected by this problem on your screen
If you deem this to be a bug, it would worth be checking out if:
- The same thing happens at loading stations
- If this issue is T2 wagon specific, because I skipped T1 tier completely and I don't know if it happens there
Reproduction steps
- Load save main().save
- Send train visible in the screenshot back to station where it picks up crude oil
- When train arrives at the refinery, you can see the fuel consumption is set at 0 - all good!
- But when train moves forward to unload the other half of the cargo it starts consuming 0.20 units of fuel and never stops until it leaves the station
