Issue description
Dump designations that are placed under the approach for a ghost bridge (as in the first segment - the one that connects to land) seem to erroneously mark as complete / not dumpable on the side closer to the approach even though there's plenty of space. See first screenshot where it shows as complete despite being visibly not filled in and compare to second screenshot where I've moved the approach segment off to the side and the dump designation is now lit up and active, confirming there was more to be done. I can also safely move the bridge ghost back once the dump designation is completed.
Observed originally in 0.8.2a and now again in 0.8.2b
Reproduction steps
Place a bridge in planning mode so you get the ghost.
Add a dump designation under the support pier on one of the approach segments (the ones that connect to ground).
Watch trucks fill in most of the designation but leave a piece on the "inside" part of the approach unfilled.
Move or delete the ghost segment and observe the dump designation lighting back up and be finishable.
