Issue description

Recovering for excavator, move it into not nearest depot

Reproduction steps

  1. Load save file
  2. Recover the excavator which place in the center of the coal career
  3. Excavator will move into depot "Vehicles depot III Why?" which is not nearest at all

I can not attach save file in zip and without zip
