More ships in ports than available

Issue description

After building a new port a cargo ship approached to it despite the fact it was the 3rd ship out of 2.

I got that too, on 0.8.2c. My guess is ship count limiting was broken by converting them to vehicles. I've got two ships on duty when only one was discovered- confirmed both are importing as expected.
