Hydro driven cargo ships in ports have splashing water animation after reload

Issue description

After reloading a savegame, a hydro driven ship shows splashing water animation on it's back, although it's laying at the peer or even if paused. It seems to be only visual. The ships don't consume fuel. After the ship has moved, the animation is gone. Diesel driven ships are not affected

Reproduction steps

1. Load a save with hydro driven cargo ships
2. Find a hydro driven cargo ship laying at a peer
3. See splashing water animation
