Tree planting machines return to the tower too frequently

There's a lot of potential for tree planting machines. However, instead of planting all the saplings and then returning to the storage facility, the machine returns to the tower when it's 3/8 full and then continues working.

This happens with several machines; apparently, some logic doesn't account for the additional overload and uses the base value. As a result, forestry is very inefficient.

I also proposed enabling the ability to attach a truck carrying saplings to the tree planting machine to optimize operations.
