Issue description
Recycling Edict III can be researched and implemented prior to researching recycling Edict II.
I dont know if the developers intended this but it seems counter intuitive.
Reproduction steps
I played a flow that didnt necessarily follow a linear I am going to research every tech in order and happened to research Recycling Edict III prior to Recycling Edict II.
