Issue description
I've started a new game with Update 4 and all of the DLCs. Recently I unlocked Nuclear Reactor II and started processing my nuclear waste, but for some reason the MOX rod recipe didn't unlock:

I'm not sure what has caused it.
Reproduction steps
Load save, check recipes for MOX rod, see that it is unavailable.
