Mega excavator not getting refueled/driving without fuel

Issue description

Under Customize difficulty "Vehicle out of fuel" is set to "Stops working." (Screenshot 1)
Mega excavator starts driving to Hydrogen fuel station and Trucks assigned to that fuel station are idle. (Screenshot 2/3)

Reproduction steps

1. Load Save
2. Set "Allow any vehicle to refuel here" to true
3. watch the Mega excavater sloooooowly crawl towards the Fuel station
4. Trucks assigned to the Hydrogen fuel station are idle/No jobs

alternatively:

1. get a Mega excavator stuck
2. get it unstuck/use unity recover
3. if the excavator is low on/out of fuel it will drive to a fuel station
4. save and load or pause and unpause as well as another unity recover will not prevent it from getting fuel on its own
5. Trucks assigned to fuel station are loaded with fuel an show "No jobs"
