Issue description
The ore sorter mark I and II are requesting more loads from mining operation when already overfilled.
Reproduction steps
Example:
Big Ore sorter:
Exit storage for iron ore is at 800/800.
Incoming storage contains 500 iron ore and some other stuff.
Because of the connected exit u-belt mark2 the exit storage flips between 798 and 800.
When the exit storage is not full(798) more ore is requested from mining facilities, but in the ingoing storage there is already plenty of material(500 in this example). After a while, the ingoing storage overfills with material not needed.
Solution. Consider the exit storage as full if it contains more then 750. (multiple belts are possible at even higher speeds, what makes it more worse). So it would sort until 800/800 but only accepts new material(iron ore) when under 750.
Same with small sorter.
