Stacker towers can dump material outside map edge.

Issue description

As stated in the title. While it doesn't stop you from building cargo depots, you cannot finish out the area and even it out. If you happen to fill at a higher level than you intended there is no way to remove that excess. My save files are quite massive so I cannot share them but I have added 2 screenshots.

Reproduction steps

1. Build a stacker tower near map edge
2. Set it to built as far as possible. It will stop by itself.
   The stacker tower will place material 1 tile outside the map edge
