Using Retaining walls wonkiness

Issue description

There are several issues with using retaining walls and terraforming that make them painful to use:

  1. you can't terraform a partial block. In the attached there are gaps that cant be filled. the only way to fix this is delete the wall; collapse the building (or delete) and then terraform the entire block full; rebuild the wall; then terraform the lower level back to the correct level
  2. Same problem if you need a higher wall, so having a wall at upper level, and then a space and a lower wall, you can't terraform between the walls to flatten it out.
  3. would be nice to have a taller wall section
  4. A PZ-section that can be driven and the excavated around that is much taller than the concrete walls would be awesome. see some videos how SpaceX is constructing the new flame trenches in Starbase. PZ sections can be physically up to 100' long in the real world.
  5. not able to use walls for bulkhead at the sea level. Would be awesome to be able to install in the water and then fill in to them.

Reproduction steps

Pretty easy. install a wall on an area that has an issues and you can't fix it without deleting the wall.
