Issue description
I have a zone, and an auto replace vehicles setup for that zone specifically.
The tooltip on the depot's zone selection explicitly says the selection has no effect on replacements.
However, it is only considered as an available depot for a zone's replacements, if the depot is assigned to the selected zone.
If the depot is not assigned to the specific zone, replacement jobs for that zone will say "waiting for available depot"

Reproduction steps
- Load attached save file
- Observe vehicle replacement job waiting for available depot
- Observe available depot that is not considered.
- Assign the depot to the zone
- Observe the replacement job now starts on the depot
