ship doesnt repair mine when diverted

Issue description

i sent the ship with parts to a mine to repair it and then sent it to battle before it could arrive there.

now the request is visible at the dock and i can load the cargo (even get a notification that it is done) but i cannot send it again. the status of the mine is "waiting for materials delivery".

You should attach a save file.

i canceled (didnt see that option until now) in the dock and now it works again. but it is at least a UX bug.
