Steam trains do not consume fuel from tenders when running in reverse.

Issue description

When a steam train has to run in reverse due to a terminus stop, it no longer consumes fuel from the tender. This causes the rail networks refuel percentage to miscalculate and the trains run out of fuel with full tenders.

To recreate in sandbox:

1. Create one way rail line
2. Add branching two way terminus rail
3. Build train with steam locomotive and tender
4. Force train to enter and leave branching line

Further testing seems to indicate this issue is inconsistent. I tried double headed trains, and some of them use the tenders correctly and others dont. I have to disassemble and reassemble to fix them.
