Issue description
Some structures reach down into the terrain, creating a lowered terrain footprint. Players know to ignore this- but stacker towers? Nope! Build one of these in the finished zone of a stacker tower and it'll promptly come back to destroy your structures!
Reproduction steps
- Build a stacker tower.
- Let it dump for a few extensions.
- Build a deep-terrain structure in its completed zone. Nuclear Storage Facility is definitely one; judging by the model, Large Ore Sorter is another.
- The tower will come back to destroy it!

When I poked around a new facility with the dumping tool, it would seem dumping also doesn't know to ignore this, though trucks probably can't get close enough to cause significant damage. I would also like to note that while this facility did show the collapse warning, I had plenty of time to build another one and move the stored material; it never actually broke.
