buildings (pipes/belts) above undergorund pipes can not reach normal height

Issue description

if you bury pipes (eg 4 deep), the belts/pipes above ground can only reach 2 high (in this example), otherwise they will collapse.

gamefile is too big to attach

Reproduction steps

1. bury pipes (eg 4 deep)
2. build above, (+3 high)
3. unity build
4. watch it get destroyed
