Surface paint disappears when built

Issue description

When copy / pasting or building surface & surface paint , the surface paint will disappear after it's built. This happens when you are trying to paste over pre-existing surface to change its surface type AND apply paint at the same time with the same build action. The visual Blueprint indicates it will be painted, but it disappears once built.

it only works correctly if there's no surface in the pasted location, or if the surface type doesn't change when pasting (i.e concrete to concrete works, but metal to concrete and the paint disappears on build). This results in some surface paint being applied correctly, while other spots end up with no paint from the same copy/paste/build action.

This issue makes renovating surface types & paints visually messy, confusing & very tedious - The build function should be able to change surface type, and apply surface the paint to it at the same time - like it indicates on the visual Blueprint.

Note: It doesn't have to be from a copy/paste, even manual placement of surface + paint will lose it's paint if applied over a different surface, when built.

Reproduction steps

  1. Build a square of concrete surface, fill it with some colored surface paint
  2. Next to it, build a square of metal surface,
  3. Copy the concrete square and it's paint
  4. Paste half of the concrete square over the metal square, with the other half of the paste going past the edge into the grass or non-surfaced area
  5. Unity build it and notice the inconsistency. all the tiles that were previous metal, will have no paint, while all the tiles that were grass will have paint.
  6. Now Imagine trying renovate you're entire street system/factory with this issue in mind. It Hurts.

Ill double check but I believe this is solved since update that includes surfaces in shift dragging. Surface painting feels signicantly improved since.

Edit: confirmed — the bug is now resolved.
