Excavator Deletes Bucket Contents on Pathfinding Update/Breakdown

Issue description

Every time a excavator has less than a full bucket load, is waiting for a truck, and tries to move to get another scoop of material it deletes what is in the bucket. It also happens if it has a full bucket, waiting for a truck, but you zone a closer target to mine. Also seems to happen if the excavator is waiting for a truck and happens to break down or run out of fuel with material in the bucket.

Reproduction steps

Excavator excavates, waits for truck, breaks down, runs out of fuel, tries to move for any reason, bucket contents vanish.

This is not a bug. Excavators cannot move with a full bucket, the ore is moved to the storage or to the shipyard.
