Lorries didnt pass railway, even if there are streetcrossings built

Issue description

Lorries didnt pass railway, even if there are streetcrossings built. They drive all around the island to prevent the crossings. I tested all crossingtypes - no one works.

btw: what a lovely game ! I love to build canyons through hiills ans buid up dams to pass to other islands

Reproduction steps

store and load game several times, restart game , built up all types of passings
