Fast Breeder Reactor outputs steam(high)

Issue description

Fast Breeder Reactor outputs steam(high) instead of super if placed over a nuclear reactor (v1 or v2) ghost

Reproduction steps

1. load sandbox mode
2. pause game
3. place a nuclear reactor II ghost
4. place a FBR on top, replacing it
5. place sources and sinks
6. turn it on, unpause game
7. watch steam(high) come out

it also works the other way around, placing a nuclear reactor over a FBR ghost produces steam(super), making this a possible exploit
