Issue description
Station with e.g. a diesel refueling module set to only accept diesel powered trains will fail to receive electric trains even though station is electrified
Removing the fuel constraint lets an electric train reach but is a problem if a coal powered train tries to reach it e.g.
Reproduction steps
Create an electified train station which allows only diesel train to reach (set to unload some material)
An electric train with requested material won't go to the station.
Reasonable fix: it should be possible to allow "electricity" as an "allowed fuel"
