Truck Struggling To Find a Destination

Issue description

Trucks in default construction zone report error messages: 'Truck is struggling to find a destination ... ' attempting to build a bridge segment (image 1). I tried enclosing bridge in a separate zone with trucks banned from delivering and building (image 2), but I get the same error messages. Note, errors only happen with segments either end of the bridge, segments mid span (lower part of image 2) don't produce the errors and are constructed correctly with amphibious vehicles.

Construct bridge as shown.
Watch error messages.

You should attach a save file.

Save file attached:
Load save file.
Amphibious vehicle under bridge has no jobs.
Go to Vehicle Management, Zones, and add Default zone to Bridge construction zone.
Amphibious vehicle starts to get materials to build bridge.
Wait for error messages.
