Truck pathfinding issue

Issue description

Hard to reproduce, it just happens randomly when a truck is looking for a new job.

Reproduction steps

Just load save and wait, happens often.

I have something like this happen when something is unreachable. Have you checked to see if everything that is unreachable on purpose has truck import and export turned completely off?
